My Lord,
I have the honour to transmit herewith for such
action as Your Lordship may deem appropriate, a copy
of a letter which I have received from the Inter-
national Committee of the Red Cross respecting
difficulties experienced by the representative of
the Chinese Red Cross in obtaining delivery at
Hongkong, in the absence of a transit permit signed
by the Superintendent of Imports and Exports, of
consignments of medical stores despatched by the
International Committee of the Red Cross. Your
Lordship will observe that the Committee desire that
if possible a general transit permit shall be granted
in respect of all such consignments and that, failing
this, a transit permit may be granted in respect of
the consignment which is due to arrive at Hongkong on
3rd September next.
2. I should be grateful i? I might be informed
what action it is found possible to take on this re-
quest in order that I may be able to reply to the
International Committee of the Red Cross.
